Agencies, Quangos and Public Appointments

Many public functions are carried out by public bodies with varying degrees of independence from central government departments. They are staffed by civil servants and are ultimately answerable to government ministers and to Parliament.

Many are overseen by boards of people appointed by government ministers. These non-executive board members come from a whole range of professional backgrounds, and some appointments call for wider experience which any member of the public can bring. Some of them are responsible for administering public services, like the Environment Agency, others carry out an investigative role, like the new Independent Police Complaints Commission, while others advise government or make rules under which public services are provided, like the Human Fertilisation and Embryology Authority, which regulates IVF treatment.
