Young Peoples Learning Agency (YPLA) - reporting to DCSF


The YPLA is planned to be functioning as of April 2010 and will support LAs in their new duties, including:

  • providing funding for LAs, ensuring national budgetary control and checking plans are consistent with the concept of a 14-19 entitlement
  • issuing statutory guidance, which will set out the national commissioning framework, including the national funding formula and supporting guidance
  • in exceptional circumstances (where the local authority cannot perform its duties) intervening to ensure that appropriate provision is commissioned

In addition, the YPLA will have functions relating to the performance management of open Academies, which it will perform on behalf of the Secretary of State.

The YPLA will have a duty to ensure national budgetary control, and to check plans are consistent with the concept of a 14-19 entitlement. It will be an enabling body to support local authorities in carrying out their new duties – providing a broad commissioning framework and strategic data and analysis for local authorities to use. It will have reserve powers to intervene and arbitrate in the event that local authorities cannot fulfil their new duties.

There will be one regional office for each of the nine Government Office regions with one planned for London.


The YPLA Headquaters will be in Coventry.
